I believe tango notation needs to be much more than just steps. One would need some way of describing orientation of hips vs. upper body, movement vs. rotation -- not to forget the actual leading impulse which "makes" the step happen. Probably the only way to do this is through a graphical system… trying to get down to the most basic step/elements, similar to the tango matrix books.
